How University Entrance works under NCEA Level 3, and what changes when NZACE takes over in 2030.

What University Entrance is
University Entrance (UE) is the academic minimum required to enrol in undergraduate study at a New Zealand university. It’s awarded by NZQAand recorded on your Record of Achievement. Without UE you can’t enrol directly in most NZ bachelor programmes (with limited exceptions like Discretionary Entrance).
UE under NCEA Level 3
Under the current NCEA system you need all four of these:
- NCEA Level 3 — 80 credits, with at least 60 at Level 3 or above.
- 14 credits in each of three subjects from the NZQA UE-approved subject list.
- UE literacy — 10 credits at Level 2 or above (5 reading and 5 writing) from specific approved standards.
- UE numeracy — 10 credits at Level 1 or above from specific approved numeracy standards.
UE under NZACE (from 2030)
From 2030, NCEA Level 3 is replaced by NZACE — the New Zealand Advanced Certificate of Education. NZACE will be the senior secondary qualification used for UE.
NZQA and the universities have confirmed the structure will be adapted, but detailed UE rules under NZACE are still being finalised. Expect the following to be confirmed before 2030:
- The list of UE-approved subjects under NZACE.
- The minimum grade required in each (likely a C or higher under the A+ to E scale).
- How literacy and numeracy are recognised — likely via the Year 11 Foundational Award plus subject performance.
What this means for current students
If you’re aiming for university entry before 2030, you use the existing NCEA UE rules. The Ministry has confirmed no student is switched mid-school — if you’re on NCEA, you finish your UE pathway on NCEA.
If you’re in Year 9 in 2026, you’ll be aiming for UE via NZACE in 2030. Detailed UE rules for your cohort will be confirmed by NZQA well before you finish school.

What is University Entrance (UE) in New Zealand?
UE is the formal academic threshold for entry into NZ universities. It's awarded by NZQA based on your NCEA Level 3 performance, and confirms you're academically prepared for undergraduate study.
What do you need for University Entrance?
Under NCEA: NCEA Level 3, 14 credits in each of three UE-approved subjects, 10 UE literacy credits (5 reading + 5 writing), and 10 UE numeracy credits.
Will the new NZACE qualification give you University Entrance?
Yes. NZACE is the senior secondary qualification from 2030 onwards and will be used for UE. NZQA and the universities will publish the detailed UE requirements (subject lists, grade thresholds, literacy/numeracy rules) before the 2030 launch.
Is there a minimum NCEA Level 3 grade for UE?
There's no overall grade requirement — UE is about meeting the credit thresholds in approved subjects. But many specific university courses (medicine, engineering, law) require additional Merit or Excellence endorsements or extra credit minimums.
Can you get UE without doing Level 3?
Generally no, under NCEA. Limited alternatives include Discretionary Entrance (school recommendation + strong Level 2 record) and adult / international pathways.
Do specific subjects matter for UE?
Yes — the three UE-approved subjects must come from NZQA's official list. Most academic subjects (English, Maths, Sciences, Humanities, Languages) are on it; not all vocational standards are.
